Talking to reporters in his home town Biratnagar, Koirala yesterday said his party would think of joining the government if the Maoists fulfill the conditions set by NC.
Prime Minister Prachanda earlier asked the opposition NC to join the coalition government. Prachanda has also discussed the matter with former premier Koirala in Kathmandu few days ago.
Nepali Congress has asked the Maoists to return the seized property, to create conducive atmosphere for displaced persons to return to their home, to dissolve the para-military structure of the Young Communist League and to implement all past agreements.
Being a democratic party NC will never accept undemocratic and totalitarian activities of the Maoists, a state run journal Nepal quoted Koirala as saying.
"Do not dream of taking control of everything only for emerging as the largest party in the Constituent Assembly elections," Koirala said referring to the Maoists.
